What are those small white houses along the highway?

Those white boxes along the highway are bee shelters. The farm uses bees to pollinate the alfalfa plants so we can harvest the seed in the fall. The bees are used as a natural tool to help the production of the alfalfa seed. The bees are using the little white houses to make nests for their larva.
